Closing Ceremony of the English Access Microscholarship Program (2016–2018) Sponsored by the U.S. Embassy

On the morning of March 18, 2019, the College of Mechanics and Irrigation, in cooperation with the U.S. Consulate General in Ho Chi Minh City, solemnly held the closing ceremony and awarded certificates to students of the English Access Microscholarship Program (2016–2018), sponsored by the U.S. Embassy.

Attending the ceremony were:
Mr. Nguyễn Văn Chương – Party Secretary and Rector of the College;
Mr. Trần Văn Thắng – Vice Rector;
Mr. Phạm Văn Cộng – Deputy Director of the Đồng Nai Department of Labour, Invalids and Social Affairs;
Mr. Brian Neely – Assistant of the Public Affairs Section, U.S. Consulate General;
Ms. Lê Thị Kim Muôn – Cultural Assistant, U.S. Consulate General;
Ms. Phan Thị Hồng Mận – Education Consultant, U.S. Consulate General;
Heads and Deputy Heads of departments and faculties; lecturers of the English Access Program;
and especially the 25 students of the English Access Microscholarship Program (2016–2018) along with their parents.

Delivering his remarks at the ceremony, Mr. Nguyễn Văn Chương – Party Secretary and Rector – commended the achievements in the teaching and learning activities of the English Access Program. He emphasized that the outcomes of the Access class have contributed to the College’s training objectives: to educate generations of students who are strong in professional knowledge and vocational skills, possess good moral qualities, are equipped with essential life skills, and have solid English proficiency meeting international standards.

He also expressed sincere gratitude to the U.S. Consulate General for sponsoring the scholarships and accompanying the students throughout the two-year program; appreciation for the guidance and support from the Ministry of Agriculture and Rural Development and the Đồng Nai Department of Labour, Invalids and Social Affairs; recognition of the dedication and efforts of the teaching staff; as well as the support of parents.

He praised the determination and progress of the 25 students who successfully completed the English Access Program and achieved excellent results, earning certificates from the U.S. Consulate General. He expressed his hope that these achievements would serve as valuable preparation for the students to confidently integrate into the international environment and pursue future careers.

In particular, he commended student Lừu Huy Hòa, who outstandingly earned the YSEALI scholarship for Young Southeast Asian Leaders and traveled to the United States to study at the University of Montana.

Attending the ceremony and delivering remarks, Mr. Phạm Văn Cộng – Deputy Director of the Đồng Nai Department of Labour, Invalids and Social Affairs – highly praised the contributions of the College of Mechanics and Irrigation in training technical staff and skilled workers, especially in developing a high-quality technical workforce to serve the industrial development of Đồng Nai Province. He noted that the College has significantly contributed to the successful implementation of the province’s development strategy, as well as to the national goal of industrialization and modernization set by the Party and the Government.

He emphasized that the successful implementation of the English Access Microscholarship Program sponsored by the U.S. Embassy further affirms the quality and standing of the College within Vietnam’s vocational education system.

Speaking at the ceremony, Mr. Brian Neely – Assistant of the Public Affairs Section, U.S. Consulate General – highly appreciated the effective cooperation of the College throughout the implementation of the English Access Microscholarship Program, noting that all 25 students successfully completed the program and received certificates issued by the U.S. Embassy. He expressed his desire to continue collaborating with the College in the next phase.

He also extended his gratitude to the College’s leadership, functional departments, the Ministry of Agriculture and Rural Development, the Đồng Nai Department of Labour, Invalids and Social Affairs, the teaching staff, and the families of the students. He expressed his delight at the students’ growth, discipline, and achievements, and conveyed his hope that the U.S. Embassy would continue to support them in their future career development, especially in seeking higher-level scholarships in the United States.

          Speaking at the ceremony on behalf of the students, Lìu Huy Hòa expressed heartfelt gratitude to the College’s Board of Rectors, the U.S. Consulate General, local authorities, and all teachers. For the students, joining the Access Class has been one of the most transformative experiences of their youth. Week by week, through textbooks, classroom activities, and extracurricular programs, they have grown more confident in communication and are now able to express their feelings and thoughts in a second language.

At the ceremony, the students’ parents also expressed their joy and pride at the remarkable growth and maturity their children had achieved—beyond their expectations. They shared their confidence that, with the knowledge and skills provided by the College and the Access Program, the students would find success in life. They also conveyed their sincere gratitude to the College and the U.S. Embassy.

At the end of the ceremony, the College’s Board of Rectors, representatives of the Đồng Nai Department of Labour, Invalids and Social Affairs, and Mr. Brian Neely from the U.S. Consulate General presented certificates and flowers to the students.
